- Raba Kistner Infrastructure (RKI) has announced that A. Scott Young, PE, JD, of Dallas, Texas, Robert L. Wilson, PE, of Austin, Texas,and Clark D. Prothero, PE, of Salt Lake City, Utah, have assumed leadership of Raba Kistner Infrastructure, following the announcement that former president, Dr. Gary Raba, PE of Austin, TX has accepted the position of Chairman of the Board of Raba Kistner, Inc., the parent company of RKI.
All three gentlemen will be focused on supporting the company’s Vision to continue growing into a recognized, national provider of Quality Assurance (QA) and Client Representative services on major infrastructure projects across the country.
Mr. A. Scott Young, PE, JD, Vice President of Raba Kistner Infrastructure, is the office leader for the RKI Dallas office, overseeing all delivery of services - to include QA, construction phase and Right-of-Way services - as well as taking the lead on innovative financing for projects such as those he led in Kaufman, Frisco and Terrell in the Dallas area. His financing efforts have resulted in funding for Pass Through Projects, and funds from Transportation Reinvestment Zones (TRZ) and the State Infrastructure Bank (SIB). “The need for transportation funding is growing,” said Young. “RKI plays an important role assisting communities to get the transportation - and thus the economic development assistance - they need.”
Under the direction of these leaders, Raba Kistner Infrastructure has quickly become the provider of choice for requisite independent Quality services, such as Quality Assurance (QA), Owner Verification (OV), and Independent Engineer (IE) services on large, complex transportation projects, both in Texas and in other parts of the U.S., including working directly with public agencies like TxDOT and the NTTA and large contractors. According to Robert Wilson, the company’s COO and Senior VP, “RKI’s quality processes, supported by their proprietary project management software, ELVIS, have become the Platinum Standard in our industry for bringing a project in on time and under budget – two things on which both public and private clients have placed a priority.”
