Executive Team

Chris serves as the President of Raba Kistner, Inc. With more than 30 years of experience, exclusively with Raba Kistner, Chris provides strategic leadership and is responsible for the overall operations and resources of the company. In his previous roles he was responsible for scope development, contracting, financial management, and implementation of Raba Kistner’s geotechnical engineering projects across many industries for the entire company. He also served as the firm’s first Marketplace Leader, responsible the business in the Houston area. After earning a B.S. from the University of Colorado, Chris received an M.S. in Civil Engineering from the University of Texas at San Antonio. He has served in state board positions for TSPE and TCEL.

Renan is a strategic and business-savvy professional with over 20 years of progressive financial leadership in the engineering and construction industry. He brings deep experience in leading high performing finance and accounting teams, financial reporting and analysis, acquisitions and integration. Renan is skilled in bridging the gap between business operations and finance & accounting through close collaboration with senior executive teams and operational business units. He has delivered proven results in team building, project management and people management. Renan earned a Bachelor’s degree in Management and Accounting from the University of Massachusetts, Boston, and a Master of Business Administration and Finance from Northeastern University.

With more than 35 years of experience in the development, delivery, maintenance, and operation of transportation projects, Russel Lenz develops strategic and tactical plans to advance programs and projects that will provide engineering, environmental and construction-related services to the transportation industry. Mr. Lenz’s experience is based on his executive level leadership positions within TxDOT as the Director of the Construction Division, District Engineer for multiple Districts. He also served as the Director of Heavy, Municipal and Utilities Divisions for AGC of Texas.

Dick McNary is President and COO of Raba Kistner Project Control. Dick has been with the firm since 1985, working his way up through all aspects of managing the business, from his start as Project Manager. Most recently, Dick has guided his project management group through expansions into multiple markets throughout Texas. He is involved in Chamber of Commerce initiatives and is a graduate of their leadership development program. He also is a past member of the Alamo RMA’s Community Advisory Group for the Loop 1604 and Highway 281 Improvements.

After earning degrees from the University of Oregon and Baylor University, Thomas Burr worked for international corporations in environmental consulting and management roles before joining Raba Kistner in 2015. He now manages client development and is involved with state and federal agencies on environmental compliance efforts that involve permitting, testing, regulatory reporting, management and auditing. Tom is also responsible for extending the group’s offerings, including the recent growth of archaeological services and the addition of coastal and hydraulic consulting.

Gabriel possesses the advanced technical, leadership, communication, and business skills to interact with clients and lead a consulting team to success. His principal practice areas relative to consulting and design experience include construction materials testing and engineering, forensic engineering, and geotechnical engineering. Gabriel has more than 20 years work experience involving management and execution of construction quality control testing and inspection services on major construction projects in Texas.

Dr. Gary Raba is a recognized leader among infrastructure engineering consultants in the U.S. After earning three degrees in Civil Engineering from Texas A&M University, he embarked on a 39-year career that has involved significant projects for many governmental agencies and Departments of Transportation around the country. He developed quality assurance software that made Raba Kistner the in-demand partner on some of the largest, record setting projects across the U.S. Gary served as CEO/President of Raba Kistner, Inc. from 2013 to 2020. He now provides strategic leadership and pursues growth opportunities for the company.

Prior to joining Raba Kistner in 2004, Joe Irizarry spent most of his career with a Fortune 500 service industry firm, focusing on sales management, strategic planning, leadership development, and process improvement. He now leads Raba Kistner’s business development and marketing initiatives, and enjoys helping the firm, its clients, his community and business networks elevate their performances. A Southwestern University graduate, Joe also is chairman of the North San Antonio Chamber of Commerce Government Affairs Council.

Angela Barron leads our Human Resources department and initiatives. Angela is an innovative and strategic human resources expert who enjoys translating business vision into HR initiatives that improve performance, profitability, growth and employee engagement. Angela earned a Bachelor of Science in Business Administration from California State University of Fresno and a Master of Arts in Organizational Management from the University of Phoenix. She is a Professional in Human Resources (PHR), Society of Human Resources Management Certified Professional (SHRM-CP) and a Certified Mediator.

Operational Leadership

Mr. Arjona serves as a Senior Vice President. He brings over 25 years of experience to his role and his responsibilities include the planning, coordination, and monitoring of subsurface exploration and geotechnical engineering and testing activities. Isidoro is also responsible for Construction Materials Engineering and Testing projects for the firm throughout North Texas and in México, with responsibilities covering pavement, industrial, office and residential buildings, as well as geotechnical review and evaluation of aggregate sources.

Mickey oversees project planning and execution for growth management, client development and client satisfaction for all divisions of the firm’s business. He also supports and provides leadership for Raba Kistner’s culture of being a mentor and coach, lead the execution of the firm’s core values, the client partnering business model, its growth strategy and the formal planned long-term direction. Mickey plays a major role in leadership of the firm’s Safety Program and the Quality Management System. He provides leadership in talent sourcing and potential acquisitions identification in coordination with the CEO, Chief Growth Officer, Chief Marketing Officer (CMO) and the Chief Operating Officers (COO’s) and other key leaders of the firm.

Widely respected in the industry, Tom holds a track record of successfully delivering of highly visible, high profile projects. Tom’s high profile sports project experience, include the new Milwaukee Bucks arena, Golden State Warriors Chase Center, and Kyle Field Stadium Redevelopment at Texas A&M University.

Anthony’s collaborative, solutions-based management style places importance on active listening with Owners and project teams. He carries this approach from project inception through Owner operation, affording client’s projects the highest level of valuable scope within budget, and a facility maintainable by the Owner. Anthony achieved a Bachelor’s from Devry University and a Master’s from Keller University in between serving three tours in Iraq as a US Navy Seabee.

Joining Raba Kistner in 2018, Susan brings more than 25 years of experience in communications and marketing in the corporate and non-profit sectors, focusing on branding strategy, creative management, product development, content creation, and investor relations.

He has demonstrated executive leadership performance in planning, directing and overseeing large-scale engineering, infrastructure, water, wastewater, streets, storm water, and traffic management operations, with accountability for up to 1075 employees while managing large Annual Operating Budgets and Capital Improvement Programs.

While he is an engineer, he is educated in both science and engineering and has professional experience in both disciplines. During his career, he has successfully managed a wide variety of projects that have required contributions from scientists, engineers, and professionals from non-scientific fields.

Jeff Haberstroh has accumulated over 30 years of experience as a Project Manager in the San Antonio region. Jeff holds extensive experience managing bond programs and construction projects for municipalities and school districts, including most recently leading the Project Control team on the Henry B. Gonzalez Convention Center and Alamodome expansion and renovations projects for the City of San Antonio. As a Program/Project Manager, he has managed all project phases from concept, contract negotiations and pre-construction services to complete bond oversight and project operations, to budget and schedule management.

Dude has over 30 years of professional experience in the environmental field in both the government and private sector. Dude led Timber Creek Environmental (TCE), which was acquired by Raba Kistner in 2018. The firm was based in Conroe with additional offices in San Antonio and Dallas. Dude's leadership at TCE focused on supporting the manufacturing/industrial sector with major national clients. In Dude's current role, he is supporting the expansion of our environmental services in the Houston, Dallas-Fort Worth and San Antonio marketplaces, as well as across other regions and nationally for large clients.

With over 30 years of experience, Gary Hall holds extensive knowledge and expertise in commercial, sports, and entertainment construction. A valued industry leader, Gary excels at bringing teams together on large, complex projects and doing so with integrity and respect. He currently represents Project Control and PC Sports as a Senior Vice President and is responsible for overseeing the Central Texas office. Gary received his Construction Science degree from Texas A&M University and was recently honored by his alma mater as an Outstanding Alumnus by the College of Architecture.

Justin serves as the Director of Accounting with over 20 years of combined experience in public accounting and industry. With a background in auditing, financial reporting and operational accounting roles, he leads the accounting team while providing financial and business support to the Company Leadership, Project Managers and their staff. Justin is an integral part in providing accurate and timely financial data, including project accounting analytics. He leads the implementation and upgrades of financial software, including ensuring the proper training and controls are in place. Justin earned a Bachelor's degree in Accounting from Southwestern University and is a licensed CPA.

Howard's extensive expertise includes managing the activities associated with transportation planning, operations, right-of-way, design, construction, inspection, maintenance, safety, environmental, emergency operations and administrative support functions.

As Vice President, Andrew Hunt works alongside executives and community leaders from first imagination through construction completion of their facility projects. Whether moving a wall or building a campus, Andrew brings his high-energy passion and broad technical experience to leading teams through the planning, funding, design, and construction of clients’ projects. Andrew also leads our Strategic Asset Management service by providing tailored, strategic facility O&M advice. Andrew is a licensed Professional Civil Engineer, a Certified Facilities Manager, and a graduate of Texas A&M University.

Bringing over 18 years of experience, EJ serves as a cross-department Geotechnical Consultant for Raba Kistner, concentrating in the transportation arena, with an emphasis on state and federally-funded transportation projects and other horizontal construction projects. In addition, he also works as a Senior Geotechnical Engineer or Senior Project Manager on assigned transportation-related geotechnical engineering projects, providing review of project reports and working closely with clients to make sure budgets and schedules are met.

Rick has more than 25 years of diversified experience in geologic and hydrogeologic investigations and serves as the corporate discipline leader for geoscience services. He is responsible for implementing/overseeing site exploration and characterization activities in support of geologic/hydrogeologic investigations, geotechnical engineering, water resourcing planning, Edwards Aquifer protection, and environmental assessment objectives.

On a day-to-day basis, Katrin provides project management in several areas of facilities engineering.

Eric oversees the Geotechnical Engineering and Consulting projects for the San Antonio Engineering Unit. With more than 20 years of experience, he is responsible for scope development, financial management, and effectively allocating corporate resources for responsive client satisfaction. Eric has had the opportunity to provide geotechnical engineering services in the Midwest and in the San Antonio, Texas area. He has also been the geotechnical engineer and/or project manager on numerous new and rehabilitated pavement projects for the public and private sector.

Brady O'Neal has been promoted to Director, Environmental Planning and Permitting. Brady has previously held the roles of Assistant Director, Senior Project Manager, Project Manager and Environmental Scientist, at Raba Kistner. He has been a key leader in delivering environmental due diligence resources for various transportation, commercial, and energy projects across Texas. Brady excels in growing and supporting our Environmental Planning and Permitting (EPP) team, meeting clients’ needs, and expanding the service line. In his new role, Brady will manage and further develop our EPP service line to achieve our Environmental Division's goals by supporting our broad range of clients and communities.

Martha provides financial, business and administrative support to the Company and Project Managers. She brings over fifteen years of experience in financial accounting in the Professional Service Industry. Martha has experience planning and directing treasury activities, financial forecasts, cash flow projections, formulation of budgets for project, overhead and capital expenditures as well as monitoring budget performance and revenues, recommendation of cost controls, and changes in billing multiplier rates to assure profitability of operations.

Preston brings more than 20 years of experience in Construction Materials Engineering and Testing to Raba Kistner. He is responsible for overseeing Construction Materials Engineering and Testing projects in the San Antonio area. Preston has technical and managerial expertise in soils testing and inspection, foundation inspection, reinforcing steel placements, post-tensioning stressing inspection, structural steel inspection, asphalt pavements, and concrete plant and placement inspection. He performs engineering investigations and studies dealing with construction related issues.

Clark has over 26 years experience in Construction Construction Quality Managment, Construction Management & Engineering positions. He currently manages our Infrastructure business development for large projects pursued outside of Texas. He is also responsible for overseeing these projects as they are secured, while managing the Utah Division. Overall, Clark is responsible for 70 plus employees, 3 material testing labs, and development of our proprietary documentation software ELVIS.

Ben brings more than ten years of experience in inspection management to Raba Kistner. Mr. Reese is responsible for overseeing Construction Materials Engineering and Testing projects in the San Antonio area. He has technical and managerial expertise in soils testing and inspection, foundation inspection, reinforcing steel placements, structural steel inspection, asphalt pavements, and concrete plant and placement inspection. He works closely with architects, engineers, contractors, owners, and developers on various types of projects.

Drake's total focus is Stormwater/SWP3 protection & management, including Erosion & Sediment control. They serve all phases including design, development, construction & post-construction. Drake's customers include large & small Commercial & Residential General Contractors, Developers, Utility Companies, Energy Companies, Civil Engineers, Municipalities, Heavy Highway and Civil Constructors. Drake has been trusted with SWP3 contracts on more than $5 billion in projects since 2014. Drake has offices in College Station, Houston & Austin Texas.

Caleb Swanson’s experience includes serving as an owner’s representative and project manager on building and infrastructure projects throughout Nebraska. He appreciates developing trusting relationships with his clients while simultaneously helping revitalize and improve communities through redevelopment. Caleb’s expertise lies in public and municipal projects, where he enjoys bringing together the multiple stakeholders inherent in these projects to make lasting impacts on the communities where they reside.

Yvonne is responsible for the management, administration, coordination, and reporting of a variety of geotechnical engineering projects throughout Texas, with a primary focus in north and central Texas regions. As a geotechnical engineer, her responsibilities include subsurface investigations and engineering analysis and consulting of the design and construction of foundations, pavements and roadways. She has consulted on various foundation and pavement design recommendations for residential, commercial institutional, schools, industrial projects, as well as infrastructure.

As the Cultural Resources Program Director, Dr. Tomka is responsible for all Cultural Resources activities of the firm. He works closely with Prehistoric and Historic Project Archaeologists and Field and Laboratory Technicians to complete archaeological projects. He has more than 35 years of experience in archaeology. Dr. Tomka has authored 60 cultural resource management reports, peer-reviewed 23 journal articles, and delivered 27 papers at national and international meetings in his areas of expertise.

Elliot has over 15 years of professional experience within the environmental field, serving as both a public agent and environmental consultant. His career has primarily involved leading teams of environmental consultants and engineers, where he's managed and developed business units that primarily service industrial clients. In Elliot’s current role he is leading the growth of development of his team’s capabilities, service offerings and clients.

Martin has over 30 years of engineering experience and has supported Raba Kistner’s clients since 1994. As Senior Vice President, he oversees Raba Kistner’s consulting operations in the Houston area. He is responsible for the management, administration, and coordination of geotechnical, environmental, construction materials engineering and testing, forensic, and due diligence studies. Martin oversees infrastructure, transportation, healthcare, commercial, industrial, and residential projects.

Devin brings over 20 years of sales and marketing experience to Raba Kistner. His primary responsibilities include establishing and managing client relationships throughout the Central Texas region covering New Braunfels and the IH-35 corridor, along with participating in project development for geotechnical engineering, construction materials testing, environmental and cultural services, and building science services. These responsibilities have overlapped to our sister company, Project Control, since he helped launch the Austin office in 2016, which provides project and program management services.

David’s primary duties consist of facilities project management with emphasis on scope development, budget estimates, roofing inspection reports, surveys, roofing redesigns, and engineering solutions with attendant specifications. He actively serves as the client’s trusted advisor by planning, staffing, and executing projects involving roofing and building forensics services. Additionally, David oversees project management tasks covering roofing consulting and design work. He monitors the professional practice of his staff, including QA/QC protocols, and ensures compliance with generally accepted policies.

Doug serves as Raba Kistner’s strategic growth leader in the North Texas marketplace and oversee the regional growth of Raba Kistner’s four business lines across public and private sectors — engineering consulting, infrastructure, environmental, and project management. He has executive experience leading a comprehensive municipal Transportation & Public Works department encompassing transportation programming, street maintenance, traffic management, environmental management, stormwater management, capital project delivery, facility management, and parking management. Doug has managed annual operating and capital programs of over $315 million, a roadway system of 7,767 lane miles, 437 bridges and 890 traffic signals and led major efforts including the development of capital and maintenance programs and two $500 million bond programs.

As Director of Cultural Resources, Ms. Ward is responsible for the management and coordination of the RKI cultural resources program. Her responsibilities include developing and maintaining client relationships, budget and proposal preparation, developing research designs, permitting, and directing field operations. She works closely with clients and oversight agencies to develop project scopes for regulatory review under federal, state, and local compliance, including the Texas Antiquities Code and the City of San Antonio’ Unified Development Code. Ms. Ward has 14 years of experience in cultural resources compliance, specializing in historic and Spanish Colonial archaeology.

He will capably continue enhancing the San Antonio CoMET department’s reputation of excellence. Blake exemplifies our Raba Kistner core value of community by giving back to our profession through involvement in professional organizations, teaching new generations studying construction and engineering, and serving in the United States Navy Reserve.

Newel has extensive experience managing civil engineering and construction projects. As Vice President, he takes on substantial managerial responsibilities for our work on infrastructure projects. Newel has been involved in the execution of the some of the largest projects performed in the Western U.S. including the $1B South Mountain Freeway, $1.5B City Creek Center and the $1.1B Utah I-15 Corridor Expansion. His roles included management of quality plans, inspection programs, and materials testing, off site fabrication inspection, design review and construction engineering.
